When a regulatory question sits in front of a real decision, the useful answer is rarely a summary of the rule. It is an account of what the framework permits, what it forecloses, and what follows from each available choice.

The situation

Regulatory questions tend to surface at inconvenient moments: a rule changes mid-project, a counterparty reads a tariff provision differently, a market design proposal lands with a short comment window, or an internal team needs a defensible position before a board meeting.

In each case the difficulty is the same. The governing documents are only part of the record. Precedent, filings, operating practice, contract terms, and the commercial objective all bear on the answer, and they do not always point the same way.

How the work is done

Connected Capacity starts with the controlling authority and works outward: the tariff or regulation, the orders interpreting it, the filings that shaped it, and the practice that has grown up around it. Where the question turns on technical, operational, economic, or commercial facts, Connected Capacity works directly with the people who hold that knowledge to establish what those facts mean for the regulatory analysis.

The analysis is then framed around the decision rather than around the law. Options are set out with their consequences, their supporting authority, and the risks that attach to each, so the client can choose with a clear view of what it is choosing.
